Amendment C156 - Neighbourhood Residential Zone

The Minister for Planning did not approve Amendment C156 to the Darebin Planning Scheme.

The Minister considered that there was not enough justification to approve Council's request.

The Minister has encouraged Council to review the Managing Residential Development Advisory Committee Report when it is released later this year and revise our approach to the application of the residential zones in response to this.

Council will monitor the recommendations made by the Committee and will work closely with Department of Environment, Land, Water and Planning to constructively move forward to provide appropriate residential protection for the Darebin community.

Background information

Amendment C156 proposed to apply the Neighbourhood Residential Zone (NRZ1) to approximately 20% of residential land in the municipality.

The amendment would have increased the proportion of NRZ zoned land to 29.9% per cent of lots and 33.6% of residential land in the municipality.

Amendment C156 revisited work undertaken in the first residential zones roll-out, Amendment C144. Under Amendment C144, Council had sought to apply the NRZ to 19 nominated precincts, however the application of the zone in these precincts was not supported by the Residential Zones Standard Advisory Committee (RZSAC) at the time.

In preparing Amendment C156, Council had sought to address the issues raised by the RZSAC.
